All witches know the best herbs and ingredients are harvested when the full moon is reflected on the surface of a placid lake on the clear, serene night after a thunderstorm, but realistically, it's only about a 30% increase in potion efficacy (about 50-60% for a poultice, but then you're just being old-fashioned for old-fashioned's sake). Tracking weather cycles, finding an appropriately remote location, and setting up an atelier-domain wide enough to create a micro-climate is quite a lot of trouble for relatively little gain.
LED grow lamps work almost as well.
